KYIV, Ukraine (AP) — U.S. President Donald Trump’s special envoy to Ukraine and Russia, retired Lt. Gen. Keith Kellogg, was in Kyiv on Monday, a senior Ukrainian official said, as anticipation grew over a possible shift in the Trump administration’s policy on the three-year war.

Trump's moves underline his growing disenchantment with Russian President Vladimir Putin over the lack of progress in U.S.-led efforts to secure a ceasefire.

Sending U.S. Patriots marks a shift for Trump, who had previously refrained from approving new weapons shipments to Ukraine since he returned to the White House. It also comes as U.S. Senator Lindsey Graham announced record levels of U.S. arms would go to Ukraine, dealing a blow to Putin.
